WASHINGTON – The U.S. Department of Energy has issued a Preliminary Notice of Violation (PNOV) to Savannah River Nuclear Solutions, LLC (SRNS) for violations of the Department’s worker safety and health regulations.  The violations are associated with a July 1, 2011, incident that occurred while a worker was using a Tele-Tower® scaffold to perform facility modifications in the Purification Area Vault of Building 105-K in the K-Area Complex at the Savannah River Site (SRS). The SRNS worker fell from the scaffold and was hospitalized with injuries to his head and torso. 

The PNOV cites four violations of Energy Department worker safety and health regulations in the areas of: (1) identification, assessment, prevention, and abatement of hazards; (2) scaffold safety; (3) training and information; and (4) occupational medicine.  SRNS is cited for failure to comply with 10 Code of Federal Regulations (C.F.R.) Part 851, Worker Safety and Health Program.  The Department has grouped and categorized the deficiencies as two Severity Level I violations and two Severity Level II violations.   

In response to the event, SRNS temporarily suspended all work on mobile scaffolds at SRS while the appropriate investigations and assessments were completed.  SRNS has implemented comprehensive corrective actions that address most aspects of the violations in the PNOV, including revising company procedures to ensure proper assembly and use of scaffolds and improving worker training.  In light of the promptness and extent of SRNS’ response to the event and consistent with the factors established in Appendix B to 10 C.F.R. Part 851, General Statement of Enforcement Policy, the Energy Department elected to grant partial mitigation of the base civil penalty of $225,000.  As a result, the Department is proposing an adjusted civil penalty of $159,375.

The Bob Stump National Defense Authorization Act for Fiscal Year 2003 authorizes the Department of Energy to take regulatory actions under 10 C.F.R. Part 851, against contractors for violations of its worker safety and health requirements.  The Energy Department’s Enforcement Program encourages contractors to identify and correct worker safety and health deficiencies at an early stage, before they contribute to or result in more serious events.

Facts About The River Dolphins Of The Ganges

Dolphins are marine mammals which have approximately 24 different species. Most of these are sea water inhabitants while just 4 are fresh water inhabitants. Most of the later are found in the Amazonian basins. In Asia, these dolphins are found in Thailand, Bangladesh, Nepal and India.

Susu or the Ganges river dolphins inhabit the waters of the Ganga, Bramhaputra, Karnaphuli and Sangu. They previously existed in groups but recent studies have found them living solitary lives or maximum of 2 in the group. This species has been declared as endangered by the ICUN. This has occurred due to the over-exploitation of the basins for irrigation, construction of dams, siltation due to deforestation, accidentally being caught and pollution. With the implementation of the Wildlife Protection Act-1972, Ganges river dolphins are being protected.

These dolphins are grayish brown and have a round belly, large flippers and a long and thin snout. The eyes do not have lenses, but the dolphins can still locate themselves. The slit on the head is used for breathing. They surface once every 30 to 120 seconds for taking a breath. They swim on one side in order that the flipper trails on the bed of the river for searching for food. The calves are born with a darker coloration which lightens with the progress of age. They are known to feed on catfish, prawns, sharks in fresh water, clams, carp and gobies. Although they do not migrate, these dolphins move upstream when the levels of water rises and get in to shallower tributaries.

They prefer inhabiting waters with counter currents especially where rivers converge, and in the down-stream and up-stream of islands found in the mid-channel. They co-exist with other marine animals like crocodiles, turtles, and wetland birds.

The females in this species are larger than the males. While the former measure approximately 2.67 m in length, the later measure up to 2.17 m only. The males attain sexual maturity by 10 years. The gestation period lasts from 9 to 11 months. The female delivers a calf once every 2 to 3 years. The ideal time of delivery is found to be from October to March with a peak in December and January.

Presence of these dolphins is an indication of a balanced ecosystem. Since they form the apex of the food-chain, presence of dolphins in adequate number indicates greater biodiversity in the waters. The latest count has estimated a maximum of 1,200 to 1,800 dolphins in a specified location. Conservation and education of locals will assist in preserving them.

You Never Step Into The Same River Twice (Every Moment Is Precious)

Life is precious and each moment is like stepping into a new river of ever fresh and differently flowing water. So, this article starts with that sentiment. Time does not wait for anyone in objective existence? Well, if you perceive the statement I made in the first sentence as a reality, well you agree with my article so far. Keep reading, you may yet get something out of it. We all step into the river of existence with each breath and each moment is never the same in any way, it never matters how alike the action may be to three breaths before, it is never the same, ever.

So, there is an answer to every "why" there is, and it is a good thing to find out those answers productively using each unique moment instead of sitting in denial of the need to find out. Yes, I did say need and mean it genuinely.

So, what is the real point of this article, there is not any time to genuinely sleep when we are awake. Each moment should be used uniquely, efficiently, effectively and productively to understand and master each subsequent moment in life and existence. Conscious beings cannot subsist on the past or the future, they can only swim in the river now. After all, only animals and lower beings genuinely exist in the past after they are fossils almost as unconscious as their existence when they were alive, they have the same unconscious future. But, only consciousness has a choice as to how it will exist genuinely past, present or future. Happy, sad or indifferent, consciousness has a genuine choice.

Sure, I could make the point less plain and less realistically pointed. But, I would be making a sacrifice of meaning and substance or more accurately, quantity over quality. So, there is a choice, and a rational sacrifice of effort payment and benefit (in that order) in the now if we want to live in the now successfully with our consciousness.

Realistically speaking, is that not the rational reality of all situations, pay then benefit or am I wrong, "there is a free lunch for anyone who does not make the payment grade." What I mean is, it comes down to what we can rationally handle. Instead of "what you see is what you get"; "what you can handle is what you meet." It is up to you and you only, for you as it is up to me and me only, for me in that sense. For life is composed of many concepts, life is a total package of reality and little else ultimately. Deduce from that saying what you will in the sentence before this, but know that reality starts out a fantasy like space travel and car travel beyond the horse and buggy was a mere hundred years ago and how the "fantasies" of that sort become reality later on through conceptual evolution. The fiction and unbelievable of today becomes the normal reality of tomorrow, and so it goes.
